Property Complaint FAQ's
Living in a small, diverse community, where homes are in close proximity to one another, can sometimes present challenges among neighbors. To address these potential issues and foster a harmonious environment, we have compiled a list of frequently asked questions (FAQs) and their corresponding answers. Our goal is to ensure that Crafton is truly “A Path for Everyone”.
Property Maintenance Complaints
- I have a concern or issue with my neighbor regarding the state of their property.
It is always recommended to have a friendly conversation with your neighbor before reaching out to the Borough. Often, your neighbor may be unaware that their actions are causing you an inconvenience. However, if the issue persists, our Code Enforcement Officer is available to assist or advise you on property maintenance complaints. This includes concerns such as tall grass, overgrown hedges or bushes, improper disposal of trash and recycling, and other property nuisances. If necessary, please report these issues as a property complaint using the portal linked below.
Sidewalks
Sidewalks
- My neighbors sidewalk is a tripping hazard or has not been cleared of snow.
It is the responsibility of the property owner to ensure that their sidewalk is safe, free of tripping hazards, and clear of snow. Any concerns regarding sidewalk conditions should be reported as a property complaint through our portal provided below.
Street Parking
- My neighbor is parking in front of my house.
Parking in the Borough of Crafton consists of on-street public parking that is not regulated by any ordinance or law. Crafton Borough does not enforce parking restrictions on public streets except in specific circumstances, such as when a vehicle obstructs access to a driveway, an intersection, or a fire hydrant. If you encounter a vehicle that is causing an obstruction, please contact the Crafton Police Department for assistance.
Overgrowth of Greenery
- My neighbor’s tree, hedge or bush is hanging over or extending into my property.
This is a private issue between two neighbors. Property owners have the right to clear their property of any tree, hedge or bush from their property line back.
Property Line or Boundary Disputes
- I have an issue with my neighbor regarding a property line dispute or shared driveway.
This is a private matter between two neighbors. Residents are encouraged to obtain a copy of their property survey or hire a private surveyor to accurately determine property lines. Please note that the Borough of Crafton does not maintain property surveys on file. However, residents may be able to obtain a copy of their survey from the Allegheny County Real Estate Department.
Noise Complaints
Noise Complaints
- My neighbors are noisy during regular quiet hours or leave their dog to bark for extended period of time.
Noise complaints must be properly observed and documented in order to be enforced. For non-emergency issues, you can speak with the Code Enforcement Officer during regular business hours. However, since many noise disturbances occur after hours, it’s important to contact the Crafton Police Department in such cases. The police will be able to observe and document the incident, providing the necessary information for Code Enforcement to take action.
Violations & Enforcement
The Building Inspector and/or Ordinance Enforcement Officer is responsible for addressing and enforcing property complaints. These officials operate under various codes, including the Uniform Construction Code (UCC), Pennsylvania Property Maintenance Codes, and the Borough of Crafton Code of Ordinances, following a strict enforcement process. Typically, enforcement begins with a friendly reminder or warning before advancing to a Notice of Violation. If the violation remains unaddressed after this notice, the issue may escalate to the local Magistrate's Office, potentially resulting in fines for the property owner.
